Technology and Innovation Support Centers (TISCs)

Technology and Innovation Support Center (TISC) is a project for the inventors, scientists and researchers in the country, which provides with access to local based, high-quality technology information services and other related services. The project comments in Sri Lanka in 2013 in collaboration with the World Intellectual Property Organization (WIPO), wherein the National Intellectual Property Office (NIPO) acts as the focal point.

Accelerating Higher Education Expansion and Development (AHEAD) project of Sri Lanka joined hands with the TISC project and is functioning under University Business Linkage Cells (UBL-Cells).

Aim

The project aims to stimulate innovation and contribute to the economic growth of the country by facilitating access to technological information and assisting effective exploitation of the technological information. A network of TISCs is established Island wide to achieve this goal. The project is also aimed at increasing awareness of all aspects of intellectual property rights throughout the country.

Objectives

The objective of the project is to increase the use of prior art information or technological information and building awareness on IP more particularly patent and innovation in Sri Lanka.

Outcomes

The main outcomes will be the enhanced awareness on prior art search and state of the art on a given technological area, increased volume of patent application filling at NIPO and the good quality patent specifications. Awareness on the local patent system will also be strengthened. The project will also assist in reducing the time to be taken on examination of patent applications, while ensuring the quality of the patent specification.

With the context of joint collaboration with NIPO, the World Intellectual Property Organization (WIPO) supports the effective operation of TISCs by;

  • Facilitating access to patent databases and other scientific and technology resources
  • Training local users through on-site and distance learning
  • Providing information and training activities
  • Supporting awareness-raising activities
  • Disseminating best practices and experiences among TISCs

Institutes which are intending to host a TISC may request in writing to NIPO their willingness to join this project. A Memorandum of Understanding (MoU) has to be signed between the hosting institute and NIPO.

Following TISCs have been established with the aim of providing above services to inventors.
