A Two - Day Program on Experience of United States Patent and Trademark Office (USPTO) on Trademark Examination Practices and Preparation for Madrid Protocol Accession will be Organized by NIPO in Collaboration with United States Patent and Trademark Office (USPTO) on 2nd - 3rd March 2017, Colombo

National Intellectual Property Office of Sri Lanka (NIPO) with the assistance of the United States Patent and Trademark Office(USPTO) will be organizing an awareness raising session on the 'Madrid Protocol and Accession' for NIPO officials, IP agents, Industry and Government institutes from 2nd - 3rd March 2017.
On this occasion, USPTO will be represented by Ms. Nancy Omelko, Attorney- Advisor of Policy and International affairs, Ms. Attiya Malik, Attorney- Advisor of Policy and International affairs, Ms. Shilpi Jha and Ms. Komal Kalha, Senior Legal IP Counsel- South Asia, in the office of Patent and Trademark, US Embassy in New Delhi, India.

Those who wish to participate above program which will be held on 3rd March 2017 from 9.00 am to 5.00 pm at the Miloda Conference Hall, Colombo 01; Please contact NIPO officials via 0112669779 / 0112999179 on or before 12.00 noon of 27th February 2017 to confirm your participation. Establishment of Technology and Innovation Support Centers (TISCs) in Sri Lanka

National Intellectual Property Office (NIPO) of Sri Lanka, in collaboration with the World Intellectual Property Organization (WIPO) initiated a project to establish Technology and Innovation Support Centers (TISCs) in Sri Lanka on 28th March 2014. It provides Scientists, Innovators and Researchers easy access to patent and non- patent related technical information. When submitting applications to obtain patent protection for their inventions, the applicants are kindly advised to attach a Report on the existing Prior Art obtained from the TISC centers, which will help the patent examiners to examine such patent applications.

Capacity - building mission on the Protocol Relating to the Madrid Agreement Concerning the International Registration of Marks (the Madrid Protocol) : 17th - 19th November 2016

Upon Director General's invitation during General Assembly held at WIPO in Geneva in October 2016, NIPO organized an awareness raising program on Madrid Accession with the assistance of WIPO in Sri Lanka from 17th - 19th November 2016. The objectives of the program was to raise awareness among IP agents, lawyers, Industries, NIPO, Ministry and relevant government officials on the benefits in accessing the Madrid Protocol.

Follow up program on the IP Hub Project : 17th - 19th November 2016

A follow up program to the "IP Hup Project" which was launched in Sri Lanka in June 2016" was held from 17th - 19th November 2016. Mr. Andrew Michael ONG, Director, Regional Bureau for Asia and Pacific, World Intellectual Property Organization proposed to organize this program to meet stakeholder organizations.
The objective of this mission wasto continue the discussion with COSTI and relevant stake holders of the Ministry of Science and Technology and the Universities.

IP Hub Project Follow- up Program : 10th September 2016

With reference to the first WIPO mission of IP Hub Project held on 15th to 17th June, 2016 in Colombo, a follow up program was organized by NIPO in collaboration with Coordinating Secretariat for Science Technology and Innovation (COSTI), Ministry of Science Technology & Research on 10th September (Saturday) 2016 to facilitate further discussion on IP Hub Project from 2.30 pm – 6.00 pm at Nelum Hall, Waters Edge, Battaramulla. Key Speakers were Dr. Richard Cahoon (Consultant to WIPO), Former Director of technology transfer at Cornell University, Ms. Yumiko Hamano (Consultant to WIPO), Former Project Coordinator, WIPO University Initiative Program, Innovation and Technology Transfer Section, Mr. Mussadiq Hussein, Technology and Innovation support Center (TISC), WIPO. Before the implementation of the project in Sri Lanka, WIPO consultants will assess the level of innovation and problems in the technology commercialization process. Based on the assessment, capacity building programmes will be organized for universities and R & D Institutions and technical assistance will be provided to fill the gaps identified.

IP Hub Project - WIPO mission to Sri Lanka, 13-17 June, 2016

With the invitation of the National Intellectual Property Office of Sri Lanka (NIPO), World Intellectual Property Organization (WIPO) has initiated a pilot project in Sri Lanka to create and enabling Intellectual Property environment in the country by enhancing human resources an institutional capacities in the areas of Science, Technology and Research which is named as "IP hub project". The first WIPO mission pertaining to the IP hub program is scheduled to take place from 13th to 17th of June this year. The program for the week, the project document and the questionnaire for the preliminary assessment of institutes are listed below. [05/06/2014]Formulation of a National Innovation Policy in Sri Lanka, - A Fact finding Mission / A need Assessment Survey, 2nd – 6th June, 2014

Formulation of an Innovation Policy is being considered in coordination with the relevant Ministries in order to promote the Innovative activities of the country.

Since an effective Intellectual Property System is an essential Component of such a National Policy, National Intellectual Property Office (NIPO) is planning to conduct a “Need Assessment Survey” with the assistance of the World Intellectual Property Organization (WIPO).

For this purpose an Expert Mission from WIPO and Australia have been invited for a fact finding Mission in coordination with the relevant Ministries, Organizations and stake holders.

Background

In July 2012 the Cabinet of Ministers approved the Draft Bill containing amendments to the IP Act. The Draft Bill intends to amend the Act with a view to enhance the protection granted to owners of Copyright and Related Rights by introducing a Voluntary Registration system. Few other amendments too are being introduced to remove the printer’s errors and also to clarify certain existing provisions in the IP Act.

Submission of Comments or Proposals

Those interested in submitting their comments and proposals on the amendments or on any other provisions in the IP Act are kindly invited to submit same in English, Sinhala or Tamil languages, and “AMENDMENTS TO THE IP ACT” written on the top left hand corner of the envelope, addressed to the Director General of Intellectual Property, No 400, 3rd Floor, “Samagam Medura”, D.R. Wijewardhana Mawatha, Colombo 10. on or before 30th May, 2014
